Is it Madagascar? I think the penguins ended up in the wrong place and that was the scene. Though it seems like a weird reference for this title...

And yes, it's a totally incongruous reference for this book, but makes for a very amusing cover, at least to me, and Peter David (whose idea it was).
I actually like to have balloons on the covers... reminds me happier times.
Nice. I think it's amusing, too. I especially like the far right penguin that's kinda looking up at that dude like 'what are you doing here?'
